Here is a tutorial :

1. Download everything and extract..
2. Mount or burn CD1 on a empty DVD, do the same with CD2..
3. Insert CD1 in your PC normally it should start installing if it doesnt go to Computer and double click on the CD
4. When the install is at 50% a window will pop up in a strange language just insert CD2 and click ok, let the installer extract everything (extracts to 13+ gigs!)
EDIT: installation will take aprox 1,5 to 3 hours... so be patient
5. EDIT: When installation is done, go and install

10. when welcome / main screen loads go to start game
11. when asked to sign or register to msn live gaming account click yes and select new account - select offline account

GTA: Vice City is an excellent follow-up to what was an amazing game to begin with. To be clear, Vice City is an extension of Grand Theft Auto III, rather than a completely overhauled sequel. That’s definitely a good thing, because GTAIII’s freestyle gameplay was extremely entertaining and offered tremendous replay value, yet still had more potential. Vice City fulfills a lot of that potential, as it features improved production values (including over eight hours of licensed music and plenty of Hollywood voice actors), new types of drivable vehicles (motorcycles, helicopters, and golf carts), new weapons, better vehicle damage modeling, indoor environments, and more.
